Neihu Phase 4 is the land readjustment zone around Minquan East Road, Section 6 - basically a whole stretch of newly planned and developed streets, mainly residential. Estate agents often describe its boundaries as the low-density, purely residential area between Chenggong Road, Section 2, Minquan East Road, Section 6, the Sun Yat-sen Freeway, and Minquan Tunnel. This neighbourhood runs south to the Sun Yat-sen Freeway and north to the foot of Gongguan Mountain, and it also takes in the whole of Jinhu Li. Xinhu Elementary School, Xiawan Park, and Lihu Elementary School are all within the neighbourhood.
The streets here are really clean - this neighbourhood ranks 6th out of Taipei's 65 neighbourhoods for rubbish collection and street cleanliness, and 8th for greenery. Both of the neighbouring school districts fall within this neighbourhood - Xinhu Elementary School serves most of the wards in Huxing Li and Baohu Li, while Lihu Elementary School serves most of the wards in Jinhu Li and part of Baohu Li. The neighbourhood is home to the National Defense Medical Center, the Tri-Service General Hospital Neihu Branch, and the Taipei Tennis Center, so you've got major facilities right here without ever leaving the neighbourhood.
Everyday convenience is a bit weak here - this neighbourhood ranks 59th out of 65 for liveability. Public transport also ranks 59th, and estate agents say this area mainly relies on buses. The MRT station within the neighbourhood is Huzhou Station on the Wenhu Line, located in Jinhu Li - when you're viewing places, measure the walking distance from the home to the station first. Most of Jinhu Li lies east of Minquan Tunnel, but the Phase 4 area that estate agents refer to usually stops at the tunnel, so when reading listings, check whether that particular spot actually counts as Phase 4.
National Defense Medical Center was originally on the Shuiyuan campus in Gongguan, and moved to Neihu in 1999; the Tri-Service General Hospital was also relocated and rebuilt at its current Neihu site in 2000. The site of the Taipei Tennis Center was originally earmarked for Baohu Junior High School and Baohu Elementary School, but was later changed to a sports ground. It opened on 9 June 2017, and that same year's Summer Universiade tennis events were held here; the building's design also won first prize at the Taiwan Architecture Award.
