Rinkai Line Shinagawa Seaside Station is underground, and stepping out puts you right at Shinagawa Seaside Forest, where office towers, super-high-rise residences and an AEON shopping centre form an entire complex. Across Geneve Heiwa-dori is 3-chome, with the Meguro River and Tennozu South Canal to the north, the Keihin Canal to the east, and apartment buildings mixed with schools and offices.
In our street-view photo ratings, the roads in this neighbourhood are very neat and tidy, with the street environment ranking 10th out of 155 neighbourhoods in Tokyo. Greenery ranks 5th, which is the best of the seven sub-items for this neighbourhood. Pavements rank 14th. Higashi-Shinagawa Kaijo Park spans both sides of the canal; the 2-chome half is outside this neighbourhood, reached by the Isle Bridge footbridge, while the 3-chome side sits next to the Higashi-Shinagawa pumping station, whose roof is also open as part of the park, with views of Tennozu Isle and the Rainbow Bridge. Rinkai Line trains towards Osaki run through onto the Saikyo Line there, so you can ride straight to Shibuya, Shinjuku and Ikebukuro.
Daily shopping ranks 116th among the 155 neighbourhoods, and clinics and pharmacies rank 124th. These two metrics measure how far you need to walk from each block to the nearest shops and clinics—AEON is in Shinagawa Seaside Forest in 4-chome, so living in blocks along the canal in the north of 3-chome means a longer walk. While Keikyu's Aomono-Yokocho Station is within walking distance, there is no transfer station between the Rinkai Line and Keikyu, so the two lines have to be used separately.
This area used to be the Shinagawa Factory of Japan Tobacco, part of the Keihin industrial zone since the early Showa period. Around 1991, JT began deliberating on how to use the land after the factory relocated. The first phase completed in September 2002, AEON opened in October, the station opened in December, and the second phase was completed in August 2005, which also included family rental housing built by UR. Rakuten's headquarters was once located here before moving to Futako Tamagawa in 2015. Geneve Heiwa-dori, the road between 3-chome and 4-chome, got its name at the request of local residents because Shinagawa Ward and Geneva became friendship cities, and Geneva even sent a street sign reading Avenue de la Paix.
