This is a residential area where an old settlement meets a redevelopment zone. Sizhangli is a settlement dating back to the Qing dynasty; the farmland around it was redeveloped in the 1990s into a new community of villas. The old settlement still has Wenchang Temple on Section 2, Changping Road, dedicated to Wenchang, the god of literature; people often come to pray before school entrance or job exams. A few streets west of the temple is Sizhangli Elementary School, founded in 1933. Property listings label the communities in Renhe, Renmei and Songqiang villages as the "11th Redevelopment Zone", and the Beitun District Office is also inside the neighborhood, on Section 3, Chongde Road.
In street photos, buildings here rank 9th of Taichung's 47 neighborhoods and greenery 10th. For a walk, there is Sizhangli Park in Renhe Village. For school, besides Sizhangli Elementary School there is Renmei Elementary School on Section 3, Chongde Road, which took its first students in 2005.
Convenience of daily life ranks 34th of Taichung's 47 neighborhoods. There is no MRT station inside the neighborhood. The nearest is Songzhu Station, shared by the Green Line and TRA, about 600 meters from its edge; Wenxin Chongde Station is about 900 meters away. Public transport ranks 33rd. A corner of A corner of Songqiang Village falls inside this neighborhood, but Songqiang Elementary School is in the neighboring "14th Redevelopment Zone & Rongde Road" neighborhood.
Under Qing rule, Sizhangli, Litoudian (today's Nantun) and Daliyi (today's Dali) were together known as Taichung's three great settlements. In 1863, two local scholars' societies, the Wenwei Society and the Wenbing Society, pooled funds to build Wenchang Temple, which was completed in 1871. In 1985 the temple was listed as a third-class historic site; it is now a municipal historic site. The land around the settlement was farmland, crisscrossed by farm roads and irrigation ditches, with Tuku Creek running through it and flooding often. From February 1993 to August 1997, the city carried out the 11th Redevelopment Zone (Sizhangli) here, covering about 141 hectares.
