01First impressions

Living in Jiangbei, your home is on the north bank of the Keelung River. Xiwan Road is the main road from Xizhi to Wuzhishan and Wanli, and Jiangbei and Gongbei line it from the riverside up to the hills.

On the second floor of No. 81, Section 1, Xiwan Road is the Jiangbei Branch of New Taipei City Library in Xizhi. About 2 km further north along Xiwan Road, Beigang Elementary School stands on Section 2, already in Gongbei Village.

The New Taipei City Land Administration Department's list of pre-sale homes in Xizhi labels developments on Section 1 of Xiwan Road and on Changjiang Street as the "Jiangbei living area". Real-estate listings, for their part, describe the Xizhi Station area as reaching north of the Keelung River.

02What works

For school, Jiangbei Village belongs to Xizhi Elementary School. The school is across the river on Datong Road, less than 400 metres in a straight line from the Jiangbei Branch, but it is already in Zhihui Village, outside the neighborhood; Gongbei Village belongs to Beigang Elementary School.

Xizhi's only flat land is a long, narrow valley plain along both banks of the Keelung River; most of the rest is hillside with slopes of over 30%. In our street photos, greenery ranks 27th out of 100 neighborhoods in New Taipei, in the upper tier; litter and street cleanliness ranks 39th, in the middle tier.

03Heads-up

Daily shopping ranks 90th, healthcare 87th, pavements 83rd and public transport 75th, all four in the lower tier.

In December 2025, the Jiangbei Village chief said homes beside the junction of Xiwan Road and Kangning Street get flooded basements in every downpour or typhoon, and residents want a retaining wall built.

04A bit of history

Xizhi was once called Shuifanjiao, meaning the place where the tide stops rising; it was renamed Xizhi in 1920.

Earlier still, the Ketagalan settlement of Fengzaizhi lived on both banks of today's Keelung River; Dutch records put it at about 30 households. Xizhi flooded badly in several typhoons between 1987 and 2001; since the Yuanshanzi Flood Diversion Channel in Ruifang was completed, river water above a set level is sent through it out to sea, and since Typhoon Nari the worst any typhoon has brought is standing water on the roads, no deeper than 50 cm.

On the hill north of Gongbei Village is Gongbei Temple, on Section 3 of Xiwan Road and already outside the neighborhood. In 1901, residents around Beigang brought Fuyou Dijun over from Zhinan Temple in Muzha and set up a spirit-writing hall; in 1906 they built a temple on the hill and, because it faces Zhinan Temple, named it Gongbei Temple.

05What's coming

After a site inspection in December 2025 on the flooding at the junction of Xiwan Road and Kangning Street, the village chief said the plan was to clear the weeds and branches from the woods behind it first, then hold another inspection to discuss improvements; whether a retaining wall will be built has not been decided.

How are these measured?

Compared against the New Taipei neighborhoods in this guide; metrics without enough data are not ranked. Shopping counts convenience stores plus the nearer of a supermarket or a traditional market (public and private retail markets); night markets, vendor zones and shopping-street shops are not counted. Transit is rail-first with a lower weight for buses.

TidyMap rates the street environment and everyday convenience. It does not assess the home itself, safety, noise or actual living experience. About data limits
