Arakawa-Kuyakushomae is a stop on the Toden Arakawa Line, with the City office, post office, police station, and Arakawa Park all around the stop. This area is the geographic and administrative center of Arakawa City, with small factories, shops, and houses packed together in the alleys.
About 10,000 people live in Arakawa 1-, 2-, and 8-chome, at a density of about 144 per hectare. Heading toward Waseda, ride one stop to Arakawa-nichome, and right outside the station is Arakawa Nature Park in Arakawa 8-chome, free to enter. The park sits on artificial ground above the Mikawashima Water Reclamation Center, with a pond, woods, and ball courts, plus a free wading pool for small children in summer.
Public transit ranks 100th out of 395 Tokyo neighborhoods, the strongest category for this neighborhood. That's thanks to the Toden streetcar, running about every 2 to 5 minutes during morning and evening rush, and about every 6 minutes during the day.
Ride it to the end at Minowabashi to connect to the Hibiya Line at Minowa Station; head toward Waseda to Machiya-Ekimae to connect to the Keisei Main Line and the Chiyoda Line. The bus stop is on Meiji-dori about 200 meters west of the streetcar stop, served by Toei buses and the City's community bus.
There's no JR or subway station in this neighborhood, only the Toden streetcar stop. To get to JR or the subway, you'll need to transfer via the streetcar, or walk about 10 minutes from Arakawa Nature Park to Machiya Station outside the neighborhood.
Everyday shopping ranks 258th out of 395 Tokyo neighborhoods, in the latter half of the middle range. From our street photos, street cleanliness ranks 312th and building condition ranks 378th, both also in the latter part of the range.
According to the flood risk information on the Arakawa City website, if the Arakawa River floods, nearly the entire neighborhood is designated as an inundation-expected area, with maximum flooding of about 5 meters or more. This applies to the City as a whole, and the City office asks residents to check their own risk using the hazard map.
The stop's name has changed twice: when the Oji Electric Railway opened in 1913 it was called Senju Kando; after becoming a Tokyo City Tram stop in 1942 it was renamed Mikawashima-nichome; it only got its current name in 1961.
The nature park also kept the Mikawashima name for a while: the central section opened first in 1974, called Mikawashima Shorijo Koen (Mikawashima Treatment Plant Garden). The southern section, with the pond and woods, was added in 1979, when it was renamed to its current name.
The Children's Traffic Park on the north side of Arakawa Nature Park opened in 1995, and its facilities have become aged. Arakawa City set a renewal plan in May 2025, published a survey of opinions from 11 companies in March 2026, and the next step is an open call for operators.

Maps show the shops and the sights. What a street is like, you only know by walking it. TidyMap uses AI street imagery analysis and public facility data to turn each area's street environment and everyday convenience into something you can compare. Search an address and look at the street outside first.
How to read it: yellow = poor, blue = good; grey = not enough data
TidyMap rates the street environment and everyday convenience. It does not assess the home itself, safety, noise or actual living experience. Street environment scores use AI assessments of imagery; convenience scores use public facility data.
