Walking the kids to school on traffic-calmed streets, and going to Shijian Street to see a doctor

Guangming Street, beside Houpu Elementary School, became a pedestrian-priority zone in 2025 and got speed humps; measured traffic speeds fell by about 17% on average. That September, the blocks around Houpu Elementary School and Zhongxiao Junior High School (outside this neighborhood) were also declared Taiwan's first pedestrian-friendly zone.
To see a doctor, go to Shijian Street, a locally known clinic street packed with Chinese medicine, Western medicine and dental clinics. This neighborhood has three elementary schools: Houpu Elementary School, Shijian Elementary School and Haishan Elementary School.
Property news reports describe this area as an older neighborhood, quieter than the Xinban Special District and with a strong owner-occupier feel. From the lanes it is about a 10- to 15-minute walk to Fuzhong Station.
Healthcare ranks 20th out of 100 neighborhoods in New Taipei, in the upper tier, which fits the cluster of clinics on Shijian Street.
School choices are close together too: Shijian Elementary School and Houpu Elementary School are both in this neighborhood. Haishan Elementary School is in Shenqiu Village, and its whole base catchment—Shenqiu, Minzu, Haishan and Dong'an villages—is inside the neighborhood.
Reports say this is an early-developed part of the old town, with narrow lanes, and big shopping trips mean going to the Fuzhong shopping area. The roads around Houpu Elementary School are narrow too, and at drop-off and pick-up times people on foot and vehicles compete for space.
Greenery ranks 55th out of 100 neighborhoods in New Taipei, in the middle tier.
From the late Qing period into the early Japanese era, Houpu was called Houpu Zhuang and belonged to Baijie Bao. In 1920 the northwestern part, west of the railway, went to the Banqiao oaza and the rest became the Houpu oaza (a Japanese-era unit), under Haishan District; after the war the oaza became villages.
As the population grew, Houpu was split into several villages, and schools were added one by one. When Haishan Elementary School was founded in 1979 it held classes at Houpu Elementary School, and only moved to its current site on Hansheng East Road in 1980.
In 1990 Shijian Elementary School took its first pupils, taking some of the pressure off an overcrowded Haishan Elementary School.
Chongqing Road, Lane 155 of Chongqing Road, Shijian Road and Guangming Street around Houpu Elementary School are part of a safe-school-route demonstration project approved for funding by the National Land Management Agency in 2025, with works costing about NT$100 million.
In June 2026 the city's road maintenance office said that because a civic group had proposed changes to the design, work is expected to start in early 2027 and take about 300 days.

Maps show the shops and the sights. What a street is like, you only know by walking it. TidyMap uses AI street imagery analysis and public facility data to turn each area's street environment and everyday convenience into something you can compare. Search an address and look at the street outside first.
How to read it: yellow = poor, blue = good; grey = not enough data
TidyMap rates the street environment and everyday convenience. It does not assess the home itself, safety, noise or actual living experience. Street environment scores use AI assessments of imagery; convenience scores use public facility data.
