Okudo is sandwiched between the Nakagawa and Shin-Nakagawa rivers, originally a low-lying wetland surrounded by rivers and agricultural waterways. Now it's mostly built up with housing, with a little farmland still remaining between the houses. Hozoin in 8-chome, founded in 1395, has on its grounds a monument to the writer Inoue Yasushi and a poetry stone for the tanka poet Yanagiwara Byakuren.
Kan-nana runs north-south and Okudo Kaido runs east-west, crossing in the center of the town.
This neighborhood covers Okudo 1, 3 through 6, 8, and 9-chome, plus Hosoda 2-chome on the south bank of the Shin-Nakagawa, with a population of about 14,000 as of 2020.
From our street photos, sidewalks rank 161st out of 395 neighborhoods in Tokyo, in the middle of the pack, which is the highest-ranking item for this neighborhood.
Okudo has no train station, so the City office has Keisei Bus running quite a few routes from Shin-Koiwa, Kameari, Keisei-Tateishi, and Koiwa. The Okudo 3-chome stop on Okudo Kaido has buses to Shin-Koiwa, Kameari, and Ichikawa.
Since 2021, the City and Keisei Bus have jointly run the Hosoda loop bus, with a bus every 30 to 40 minutes on weekdays. From the northeast plaza of Shin-Koiwa Station to Okudo 6-chome takes about 5 minutes, and about 15 minutes on the way back.
Listings take 12 to 31 minutes on foot to the nearest station. Public transit ranks 389th out of 395 neighborhoods in Tokyo, and healthcare and pharmacies rank 391st, both near the bottom.
In 2020, this neighborhood had a population density of about 96 people per hectare. Okudo 3 and 4-chome have almost no usable street photos, so the score mainly reflects 6, 8, and 9-chome.
Based on the Geospatial Information Authority of Japan's flood hazard map, TidyMap sampled points roughly every 40 meters within the neighborhood and worked this out itself: almost the entire neighborhood falls within the flood hazard zone, mostly at depths of 0.5 to 3 meters. In the event that the Arakawa and Edogawa rivers flood at the same time, the City's policy is to have residents evacuate in advance to higher ground outside the City (wide-area evacuation).
This area was the center of the former Okudo Village, which was elevated to town status in 1930 and merged into Katsushika City in 1932. The town office at the time was near Sanwa Bridge; after the war, the Shin-Nakagawa was dug, and when water began flowing through it in 1963, the former site was submerged under the river.
The Morinaga Milk Industry Tokyo Plant in 1-chome opened in 1957 and ceased production in March 2021.
CBRE IM Katsushika, a multi-tenant logistics facility on the former factory site, broke ground in November 2024, with 5 above-ground floors. The developer has announced a completion date of September 2026, with ramps allowing trucks to drive directly up to every floor.

Maps show the shops and the sights. What a street is like, you only know by walking it. TidyMap uses AI street imagery analysis and public facility data to turn each area's street environment and everyday convenience into something you can compare. Search an address and look at the street outside first.
How to read it: yellow = poor, blue = good; grey = not enough data
TidyMap rates the street environment and everyday convenience. It does not assess the home itself, safety, noise or actual living experience. Street environment scores use AI assessments of imagery; convenience scores use public facility data.
