01First impressions

Nishi-Oizumi is in the northwest corner of Nerima City, mainly a residential area, with farmland also scattered among the homes. To the north, across the border, is Niiza City in Saitama Prefecture; to the west is Nishitokyo City; the northeast side borders Oizumi-gakuencho along the Kan-etsu Expressway.

There's no railway running through the neighborhood; the nearest stations are Oizumi-gakuen Station and Hoya Station on the Seibu Ikebukuro Line to the south. In 5-chome, there's the City-run Nishi-Oizumi district community center, where 9 rooms - including a large hall, a music room, and a library room - can be rented by time slot.

In 2020, about 22,000 people lived in this neighborhood, roughly 121 people per hectare.

02What works

From our street photos, buildings rank 53rd out of 395 neighborhoods in Tokyo, near the top - the highest-ranking category for this neighborhood. Cleanliness ranks 225th.

Nerima City's community bus Hoya Route runs from Hoya Station's north exit to Nerima Hikarigaoka Hospital, passing Hikarigaoka Station on the Toei Oedo Line along the way, with 20 round trips a day on weekdays and Saturdays. In October 2022, this route was rerouted to serve a public-transit blank area in Nishi-Oizumi 6-chome.

Directions to the community center follow these same routes: from Oizumi-gakuen Station's north exit, take the community bus Oizumi Route to the "Nishi-Oizumi District Community Center" stop, and you're there; from Hoya Station's north exit, take the Hoya Route to the "Shimento Inari" stop, then it's a 3-minute walk.

03Heads-up

Public transit ranks 388th out of 395 neighborhoods in Tokyo, the weakest category for this neighborhood. Convenience of daily life ranks 379th, also near the bottom.

Among the 23 listings found on real estate websites as of October 21, 2026, 12 were listed near Oizumi-gakuen Station and 11 near Hoya Station, split almost evenly between the two stations. All 3 listings in 2-chome were listed under Hoya Station, a 15- to 21-minute walk; the 3 listings in 6-chome were also listed under Hoya Station, a 23- to 27-minute walk. Of the 9 listings in 3-chome, about 80% were listed under Oizumi-gakuen Station, a 12- to 20-minute walk or a bus ride.

04A bit of history

During the Edo period, Nishi-Oizumi was part of Kogure Village in Niiza District, Musashi Province; in 1889 it first became part of Kurehashi Village in Saitama Prefecture, and only in 1891 was it incorporated into Oizumi Village in Tokyo Prefecture. In 1932, it was transferred to Itabashi City, and this area became "Nishi-Oizumicho".

In 1981, residential address indication was implemented, and part of Nishi-Oizumicho was renamed to today's "Nishi-Oizumi". In Katayama, in Niiza City, Saitama Prefecture to the north, there is still an exclave of Nerima City that didn't undergo this address reorganization at the time, and it's still called "Nishi-Oizumicho" to this day.

How are these measured?

Compared against the Tokyo neighborhoods in this guide; metrics without enough data are not ranked. Shopping counts convenience stores plus the nearer of a supermarket or a traditional market (public and private retail markets); night markets, vendor zones and shopping-street shops are not counted. Transit is rail-first with a lower weight for buses.

TidyMap rates the street environment and everyday convenience. It does not assess the home itself, safety, noise or actual living experience. About data limits
